The immigration Act of 1924, often referred to as the National Origins Act, virtually halted immigration from almost all the countries from which immigrants were coming to the United States at the time. It imposed quotas to enact the view that anyone who wasn't of “original settler” extraction was racially distinct from and inferior to members of founding nationalities. In effect, it excluded almost everyone except white, wealthy English who were seen as 'civilized' and standing above the barbarian hordes. Even Scandinavians were deemed illegible, and some congressmen even called for using the 1790 census to ensure the purest quotas tied to colonial power.
